  • Since 1999, Kosovo has suffered a prolonged financial, security and social crisis. Key actors, including the EU, NATO, the UN (UNMIK) and various International Organizations, have been extending continuous support towards effective crisis management and resolution, through financial and/or technical assistance, mediation and enforced crisis communication. In 2008, in line with its Common Security Defence Policy (CSDP), the EU launched EULEX Kosovo a technical mission specifically focusing on the rule of law. In addition to monitoring and advising functions as per common mission mandate, executive functions were foreseen for EULEX experts in Justice, Police and Customs sectors. As a result a number of investigations in Organised Crime, War Crimes, Terrorism and Corruption cases have been conducted and verdicts are in place. With the EU playing a key role in political communications within developing local society and political structures, it is important to ascertain whether the representation of the EU in Kosovo has ensured that the main risks of a crisis have been adequately eliminated. Undoubtedly, the EU has taken up an ambitious role for the crisis management in the territories outside EU and hopefully the EULEX experiences in crisis communication will be recognized as beneficial for the future CSDP development.
