  • As a concept of many authors jus cogens would be the equivalent of public order, a conception often criticized by many other authors, who argue that the term is meant to designate the entire legal order internationally. In reality, public order does not represent anything else than the most representative command of the international legal order, the force core of type to maintain a balanced progress in international relations, but which is included in all international legal order.
