The conditions for the emergence and success of a cluster depend on several parameters that can be structural, organizational, territorial, etc. The organizational and institutional dimensions are decisive in the emergence of a sector (A. Torre, 2006). Incubators and clusters work to promote the development and commercialization of technology and products. (Clausen & Korneliussen, 2012)... Using data from incubators and clusters in Algeria, particularly from our survey conducted at the sidi-abdallah technopole, we will demonstrate that these can be locomotives for the development of an entrepreneurial orientation (in this case, the digital economy). Les conditions d’émergence et de succès d’un cluster dépendent de plusieurs paramètres pouvant être structurels, organisationnels, territoriaux… Les dimensions organisationnelles et institutionnelles s’avèrent déterminantes dans l’émergence d’un secteur Source spécifiée non valide.. Les incubateurs et les clusters travaillent à promouvoir le développement et la commercialisation de la technologie et des produits. (Clausen & Korneliussen, 2012).. En utilisant des données provenant d’incubateurs et des clusters en Algérie notamment de notre enquête réalisée au niveau du technopôle de sidi-abdallah, nous démontrerons que ceux-ci peuvent être des locomotives de développement d’une orientation entrepreneuriale ( de l’économie numérique dans le cas présent).
